Employers React to "Worker-Driven" Job Market
A new study on employment and compensation trends reports that while 57 percent of hiring managers agreed that it was difficult to find qualified candidates for job openings last year, 91 percent said that recruiting was equally or even more challenging in 2007. Employers are reacting, in part, by offering bonuses and higher pay in their attempt to increase retention.

An employer's group health plan offers coverage to employees' domestic partners. A domestic partner initially declined coverage because he or she was covered through his own employer. Under the Health Insurance Portability and Accountability Act, would the domestic partner be eligible for special enrollment if he or she subsequently lost group health coverage because his or her employment was terminated?
