Connecticut Allows Civil Unions for Same-Sex Couples

Connecticut Governor M. Jodi Rell has signed legislation making Connecticut the second state to offer civil unions to same-sex couples, the New York Times reports.

Vermont is the other state to offer civil unions to gay couples. In Vermont, a court decision prompted the move to offer civil unions, but in Connecticut, lawmakers took the initiative without court pressure, the newspaper notes. Massachusetts is the only state to allow same-sex couples to marry. That move came after a court decision.

In Connecticut, the law, which is effective October 1, extends many of same the legal rights of marriage to same-sex couples, including those covering benefits and insurance coverage and family leave from work, the newspaper notes. However, the legislation included an amendment that defines marriage as being between a man and a woman.
